Do I need to install Python first before I use the command: "python -m SimpleHTTPServer 8000", right?

You'll need to have Python installed if you're doing this on your own machine. But if you are using the Workspaces environment (as with the "Launch Workspace" button) for this exercise, it's already installed for you there.
