Xcode only runs on Mac OS X so to run it you would have to do one of the following:
1) Buy a Mac. You could pick up one of the computers from the Mac Mini line to keep the costs down if you already own a keyboard, monitor and a mouse. A Mac Mini would be all that you would need in order to get Xcode up and running to start developing iOS and OS X apps.
2) You could install Mac OS X on a Virtual Machine. To do this you will need to find someone you know who owns a Mac. Once you have done that you will need to get them to download the latest version of OS X for you and to give you the download files. These files can then be used with a virtual machine like to boot Mac OS X.

180 PointsNope. You could build a hackintosh (a lot of problems there) or run a *(I don't take responsibility for this) a "legaly" torrented copy of osx yosemite in a vm.

180 Pointsa hackintosh is installing mac osx on windows machine whereas vm'ing is just emulating osx.
