Can I use Eclipse or Webstorm rather than IntelliJ Ultimate for Spring Basics course?

I would say that you could use Eclipse. The "how-to" portions in the course in terms of the IDE interface will, obviously, be different. I use WebStorm quite a bit and have not seen a way to do much with Java nearly as effectively as in IntelliJ, but since I use both pieces of software for different types of development I can't say that I have spent much, if any, time trying to get Spring running in WebStorm.

It has been quite a while since I have used Netbeans but that should not prevent you from doing so. Just remember that, similar to my comments on the use of Eclipse, that the "follow along" portion of the course may be slightly different in how one interacts with the IDE and tools available.
