You have the right entities. Don't modify any code other than replacing the symbols with those entities.

if i don't modify the code how do i replace the entity?

What he is saying is, don't add the $amp; and $copy; at the bottom. Replace the characters in the code above. For example:

Where is has the: <h3>Design & Development</h3>

Change the Ampersand to: <h3>Design $amp; Development<h3>

For the copyright, is should be next to the 2017 in the <p> tags. So:

<p>$copy; 2017<p>

This isn't working for me. This is what I have:

Your entities need to be followed by a semicolon. When you do this you will see them turn yellow with the syntax highlighting.
