Clarification on the correct way to get a TextView with an id empty

I don't understand why we need to do getListView().getEmptyView() in order to get the textview with the id empty. The Textview with the id empty is not enclosed within the list view with regards to the activity_main_list.xml so it is independent of the List view (since they are both on the same level in the XML tree.)
