Collections and Control Flow 2nd challenge

I am unsure what to do here. The questions don't make much sense to me. I haven't seen anything like this on the video or the manual in the teachers notes! Please help.

I agree that task is poorly described. Here is how it should look like.

   switch key {
    case "BEL", "BGR", "LIE":
    europeanCapitals.append(value)
    case "IND", "VNM":
    asianCapitals.append(value)
    default:
    otherCapitals.append(value)
    }
