Could you please tell me the need for this "#" operator in an anchor tag <li><a href="#">ice cream</a></li>

I see that most of the HTML pages are riddled with a tag which go like so - <li><a href="#">ice cream</a></li>

I want to know if this is a link which is active or is the user linking it in a separate style sheet ?

Mostly a tag as I understand refer to link which are either in the form of a webpage or another HTML page but simply putting a "#" doesn't make any sense

The # dosen't do anything - it just instead of leaving it empty :)

In my opinion # is there as a place holder. If you click on it nothing will happen but get you to the top of the page.
