Creating a website for a small business owner

Hi guys! I have a question that I feel the answer should be obvious but it isn't coming to me.

I'm trying to pitch a somewhat static web design to a friend who owns a bar. The tabs would include static info like Menu, About, etc. But for an Events page, where the business owner will need to go in and edit and update in the future - how does that generally work? Should I suggest a WordPress site, rather than one I wrote from scratch (right now my skill set is pretty strictly HTML/CSS)?

Trying to transfer technical skills into real-life scenarios is hard.

I'd suggest WordPress assuming this person has no HTML/CSS knowledge, they'll not be able to update it easily without the benefit of a wysiwyg (what you see is what you get) text editor.

However, if you want to make a custom theme, this is going to be hard for you without taking WordPress courses/basic php knowledge.

That's what I assumed - I'm brushing up on my WordPress skills currently.

I agree here. using WordPress you can have the client update the site as needed easily, and you can still use and level up your HTML/CSS skills with WP plugins. Personally I would hold off on building a custom site until you know PHP, but there is no better place to start then getting a theme and then doing some custom styles with CSS.
