"Creating an element with the createElement method makes that element appear on the page." Why is this statement false?

This question is in a quiz in the "JavaScript and the DOM" section

createElement will not add it to the page.

// Store the element in a variable
const li = document.createElement("<li></li>");

// Add to page
document.write(li) // writes the element to the page.
