It depends what you are using the project for, if its just a practice project its not all that important but if you are doing something professionally or trying to show it off in your portfolio it is a good idea to make sure that all browsers render it the same.

Because every browser has its own base stylesheet so when u use normalize or CSS reset you are making sure that elements are rendered more consistently across browsers.
