I want to know which tool is best for web designing? how about dreamweaver?

In my experience dreamweaver can often be frowned upon. If you're looking for a great editor I'd suggest sublime or atom. they both have a great community around them and have awesome plugins to perform extra functionality!

I second Sublime! I use it at work and for personal projects.

My favorite plugin is Emmet, which is supported across various text-editors like Sublime and Atom.

You specifically mention web "designing", so I assume you are looking at design and development tools with a focus on designers. If so, I think you should look at tools like Adobe Muse, Adobe Edge ReFlow, Macaw, or Webflow

Visual Studio Code is my favorite. And it's free! https://code.visualstudio.com

I use Visual Studio Code. It's awesome text editor and easy to use!
