The answer is 3

I don't understand why it would give 3? Is it because since 3 was the last thing put into the dict, then it would be like the first thing that is found ? Similar to how push and pop works?

Dictionary keys have no order, so there's no equivalent to "push" or "pop". But each key can have only one value, so if the same key is used more than once, only the value from the last time will be stored.
