Dictionaries unpacking

def string_factory({"name":"srikanth","food":"pancakes"}):
    template = "Hi, I'm {name} and I love to eat {food}!"
    template.format(name="srikanth",food="pancakes")


string_factory(**{"name":"srikanth","food":"pancakes"})

Question itself is not clear to me why does instructor have to give the template string? I think we need to create a new function called string_factory and use a dictionary as arguments for function and we need to call the function with **("some_name": "sssss","some_food":"xxxxx") and we need to print those strings so again WHY the template? I wrote the following logic how and why is it wrong?

def string_factory(name="srikanth",food="pancakes"):
    if name and food:
        print ("Hi I'm {} and I love {}".format(name,food))
    else:
        print("Try again")

string_factory(**{"name":"srikanth","food":"pancakes"})
