Difference between <!Doctype html> and <html> tags?

What is the difference between <!Doctype html> and <html> tags?

An <html> tag is a root element, holding all the content of an HTML document, and it also tells the browser that you're using HTML.

The <!DOCTYPE> tag tells the browser which version of HTML you're using.
