Do I have to enable a local server through Terminal/Python?

I've done local builds before for other courses and it just worked. I used Sublime Text and everything worked fine and did what it was supposed to. Why is he saying we have to enable something?

Those warnings are for when you don't have a local webserver, but if Sublime provides one for you then they don't apply.
