Do I need to pay the 99 enrollment for testing apps on my phone?

Is it really necessary the 99 dollar enrollment in the apple developer program to test my apps on my phone?

The correct answer is no, not since xcode 7.

Straight from Apple's mouth

Xcode 7 and Swift now make it easier for everyone to build apps and run them directly on their Apple devices. Simply sign in with your Apple ID, and turn your idea into an app that you can touch on your iPad, iPhone, or Apple Watch. Download Xcode 7 and try it yourself today. Program membership is not required.

You can sideload your app to your device to test it. You do not need to sign up and pay the $99 fee. If you want to distribute your app, than of course you would have to sign up and pay.

Oh, I'm in an outdated world then: p last time I looked at it I had to buy it, last year.

Developing in swift costs 99 dollars tho right? As farma i remember.
