Do pseudo classes need "content" to function like pseudo elements?

When covering pseudo elements, it is said that we must include the code:

content: "";

I don't remember having to use this with pseudo classes, is this correct?

It's not necessary for pseudo element selectors on their own. The content property is just another CSS property.

You'd need the content property though if you were doing something specific like applying a clearfix for example.

.clearfix {
content: "";
display: table;
clear: both;
}
