Do we need to add "" when set a number value to a property?

In the previous challenge, when I type a number directly as a value to a property. It says it is a syntax error, after I add "" to the value, it says right. But this time, I don't need a "". Why?

script.js
var newYork = {
  population: 100,
  latitude: '40.7127 N',
  longitude: '74.0059 W'
};

newYork.population=8.406e6;

The challenge that would not let you pass without the quotation marks wanted the number to be stored as a string. Numbers (without quotes) are perfectly fine to have as a value for a key, but that specific challenge was asking for the number as a string. If you point me to the specific challenge you couldn't pass without the quotes, I can go into further detail for you.
