Domain and web hosting transfer

My friend bought domain name and web hosting from networsolutions.com two years ago, but they are charging him too much monthly and annually. Now I am trying to transfer domain name and web hosting to somewhere else cheaper. Do I need to go to networksolutions and delete account and start everything over? or there is other ways to solve this problem?

I would go about it as follows, assuming the site is live but static (no user generated content changing continuously):

1) Set up the server with the new hosting provider and upload a copy of the site. 2) Once you test it with a dummy url that they should give you, then point the domain (from network solutions' control panel) towards the new host's nameservers (ns1, ns2 etc) . 3) Once the DNS propagates, the site will be running on the new hosting so you can request a domain key from network solutions in order to also transfer the domain to the new registrar. 4) When you get that key, you can contact the new registrar and get the domain registered with them (pointing to the new server). 5) Only then I would proceed to close the accounts with network solutions.
