Hmm the code looks fine ,

Have you replace

$db->exec("SET NAMES 'utf8'");

T_String mean you miss out the double quotes or ending quotes incorrectly

Change it to $db->exec("SET NAMES 'utf8'");

change ' ' to "

Thanks

It might look like the same code but it bit different by the way

Double Quotes just " not two '

Don't be serious man , You doing great , just a bit mistake typing
