Extract a method refactoring doens't show up.

I'm trying to extract a method in visual studio. However, when selecting a method the only option I get is "Invert if".

Instead, I try using the top menu by navigating Edit-Refactor-Extract Method.

Still, nothing shows up.

How can I fix this?
