Why does filter_col_by_bool use item instead of row?

In the code, for item in data_sample[1:]:, the data_sample is all of the data, and data_sample[1:] is all of the rows of the data, skipping the first row. Therefore in the for loop, item represents each row, one at a time. And item[col] is the column item with in the row represented by item.
