Your footer requires an opening tag to be considered valid HTML and therefore to be selected by your style. Additionally, are you seeking to change the text or the background of the footer to orange? The property "color" refers to the text color, while the property "background-color" refers to the actual color of the element.

Niran Lohmaneeratana makes a good point. Are you trying to do text green and background orange or some similar combination?

I would try something like

from what you have there I don't see an opening tag i.e. <footer> to go with the ending tag </footer>

if that's so, then when you are trying to style that html element, it's not really there yet.

Specifically, the code snippet you edited would now select a class "footer", not a literal footer element. Just a distinction to be aware of.
