what does .format exactly mean and do and when is it used i know this was covered in a previous video but i am still confused.

The answer to this lies in the online Python documentation. Python Documentation for format method on Strings

Basically .format() handles filling in the replacement fields (which are denoted by {}). For Further detail see 6.1.3. Format String Syntax in the python documentation.
