why name.lower and not just name

name.lower() will convert the value of name to lowercase. In the example, this means that Kenneth could have passed 'kenneth', 'KENNETH', 'Kenneth' or even 'kENnEtH' to his function, and the expression would still evaluate to true. This is usually a good thing, as your users are unlikely to give you inputs in exactly the format you hope every time.
