I have read it is a good rule of thumb to use the 'responsive' view and size it down to check media queries. I just can't figure out why my elements can be way blown out and too big for the view port when I am using the 'responsive' mode, but when I choose 'iPhone 6' view it looks nice.
Trying to understand? Are there certain browser stylings already written for browsers on mobile devices that try to contain other authored css?

I think I have run into similar situations at times and for me it fixed the problem if I refreshed the page once I got to the screen resolution that I am wanting to see it at. I know when you first go into this responsive view in Chrome, it keeps the normal desktop scroll bar on the right (because your page is now longer than the view port) and that by default moves your page over 20ish px.
