To turn the words into links, the words must be enclosed between the starting and ending anchor tags. If you end the anchor tag before the word, then there is nothing visible on the page that can be clicked on to activate the link.
So instead of <li><a href="index.html"></a>Portfolio </li>
you might write <li><a href="index.html">Portfolio</a></li>
