What am I doing wrong? The hint seems to say that I should declare the variable once before the loop and also inside the loop???

231,269 PointsThe hint says "Bummer! You only need to call the prompt() method once, and only inside the loop. Hint: Declare the secret variable before the loop."
Those are two different suggestions. The first is about calling prompt(), it's saying you only need to do that inside the loop (and only that one time).
The other suggestion is about declaring (without initializing) the variable "secret" before the loop.
So you were close, now you just need to remove that first call to prompt() making the initialization into just a declaration and you should pass.
