The anchor or "a" tags should be nested inside the first <ul> and not be created seperately.

      <li><a href="pies.html">Pies</a></li>
      <li><a href="candy.html">Candy</a></li>
    </ul>    
  </body>
</html>

Note that the anchor tag (<a></a>) element and everything between will be a clickable link ofcourse if there's a valid href attribute URL.
