I don;t understand how to get the above number.
I am using 8.406.toExponential(6) but am receiving 8.046000e+0 instead.

The toExponential
method returns a string representation of an exponential number so it wouldn't be the right thing to use here.
You can assign the exponential number directly to the property like so
newYork.population = 8.406e6;
