To create a method that doesn't return anything you use the 'void' type, like so -

public void charge() {
    //YOUR CODE HERE
}

I resolved the challenge with the following, I moved your barCount variable to the top because it was confusing where it was.

class GoKart {
  public static final int MAX_BARS = 8;
  private String color;
    private int barCount;

  public GoKart(String color) {
    this.color = color;
  }

  public String getColor() {
    return color;
  }

  public void charge() {
    this.barCount = MAX_BARS; 
  }

}
