How can I tell which sizes in px should I input to mobile device?

I want to know how should I measure the elements size in px for a mobile device.

If your making a responsive website, it's good to learn media queries. It's really up to you, the smallest width I worry about is 330px. But when you use the media queries this is what I typically do.

@media all and (min-width: 330px) and (max-width: 699px) {

            background-color: #222;

Basically what this does is, effects the page if the screen size is at least 330px all the way up to 699px's.
