How do I know WHEN to center the container holding content?

Hi,

Am I supposed to center the container only after the base code? Or should I do it in the base code as well? Idk when it's appropriate to apply which property at which time, so should I only adjust the width of the container after the mobile or during the mobile phase?

This is simply a design decision. The "appropriate" place to apply centering is anywhere needed to achieve the desired appearance.
