how do i put a set on anchor tags around only one word for example <li>menu</li> how would i input anchor tags

how would i implement anchor tags into this question <li>Menu</l> would it be: <li><a menu ></a></li>

<li><a href="#">Menu</a></li>

If so, the text you want displayed generally goes in between the tag, not inside the tag. The space inside is reserved for attributes.
