How do you know when to put properties in the media query or outside of it?

I originally put the col class outside the media query, but Guil put class inside of it. Why? I thought this was to apply to larger screens, so shouldn't it be outside of the media query?

The media query in the video applies specifically to larger screens (789px and up).

Steven Parker Okay so we only wanted these properties to appear for larger screens, not all screens which is why we didn't put it outside the media query.
