On line 15 I am supposed to link the Portfolio list item to "index.html". I know I am new at this, but I can't figure out what is wrong with the code I wrote. Is it possible that this challenge is bugged?

your answer is almost correct. But the challenge requires that you link the list items of the list. So you have to nest the li tags inside of the anchor elements.
So your list should look like this:
<ul>
<a href="index.html"><li>Portfolio</li></a>
<a href="about.html"><li>About</li></a>
<a href="contact.html"><li>Contact</li></a>
</ul>
