The numeric index (0, 1, 2, and 3) grabs a single contact as an array. Then you use the associative key ('name' or 'email') to display the string. And you use the dot (.) to concatenate or join the strings into one.

You don't have to concatenate. You could just use several separate echo statements like this:

echo "<li>";
echo $contacts[0]['name'];
echo " : ";
echo $contacts[0]['email'];
echo "</li>\n";

echo "<li>";
echo $contacts[1]['name'];
echo " : ";
echo $contacts[1]['email'];

echo $contacts[2]['name'];
echo " : ";
echo $contacts[2]['email'];
echo "</li>\n";

echo "<li>";
echo $contacts[3]['name'];
echo " : ";
