I can't download xcode because I have a windows computer

How can I add Xcode to my computer if it is a windows computer

You can't, unfortunately. In order to develop for iOS, you'll need a Mac

It'll be slow but you could possibly run MacOS through Virtual Box or VMware then install XCode on there? Other options could be MacInACloud?

You could try some of these options.

Virtualization isn't really an option anymore. Not only is it becoming harder and harder to virtualize macOS on a non-Mac host, but you'll also run into tons of signing issues, and you likely won't be able to publish to the App Store. If you can VNC into another Mac, that's a potential option, though you won't be able to debug on a physical iOS device since you don't have physical access to the Mac, which is generally essential to lots of iOS development
