I cant seem to skip parts of a video, it just buffers constantly... is this just me or a widespread problem?

For example if I want to listen to a part of a video again and skip back (or forward) the video just buffers constantly

Which browser and system? I never had an issue with scrubbing the video, either on Windows or Mac, usually in Chrome.

Have you tried a different browser? Could be you might need to reset the settings in chrome. I've seen strange caching issues sometimes that were fixed by resetting it.
