I did not understand this Challenge. Please someone help clarify !

The challenge wants you to do a for loop that prints the numbers 1 - 100 (including 100)

So for the time being, remove your foreach loop, use print rather than echo, and you might want to add 1 to your for loops terminating condition.

you're printing the wrong outcomes, here is the answer;

for($i = 1; $i <= 100; $i++){
  print $i ;
  if(isset($facts[$i])){
    print $facts[$i]; 
  }

}
