C# C# Basics (Retired) Perfect Variable Scope

I don't even know where to begin.

I'm confused on even where to start working on this code do I change the strings in the if / else statement to Console.WriteLine and if so where do I put the try Catch statement.

They want a proper variable declareation. Variables are normaly declared at the beginning of a function.
