I feel like I am answering the question correctly by putting in the correct answer in which is creating links

The question is asking me to create links from Cakes, Pies & Candy to which I have created but It is telling me that i am incorrect even though I feel I have answered the question correctly

Your closing anchor tags syntax are incorrect.

You have:

<a/>

The forward slash always comes before the letter of the element name like so:

</a>

You can even compare them with your closing li tags at the end of each line to see the difference.
