I have completed HTML and CSS and it's recommended me to start basics Javascript already.

I am not yet able to memorize both HTML and CSS and I'm only able to write code structure for a webpage and some really basics styling. Should I continue with Javascript as the system recommended? Or should I not go any further yet? I really need to know the effective way of learning. Should I go back and start learning HTML and CSS again? while practicing writing code?

That's a very individual choice.

Hopefully, you know your own learning style well enough to tell when you need to take something again.

Bit it could be that by moving forward and seeing how things work together, the new knowledge might reinforce the old. HTML, CSS, and JavaScript are the "big 3" of front-end development, so it might be good at least get exposure to the basics of all 3 before taking anything again.
