I'm not sure what trouble you are having but your code should look something like this:

store_open = None
store_hours = [9, 10, 11, 12, 13, 14, 15, 16, 17, 18]

for hour in store_hours:
    if hour == time:
        store_open = True
        break
    else:
        store_open = False

The teacher is assuming the 'time' variable has been made already, so you don't need to create it anywhere. The test is passable and isn't broken. However, the question could be worded a little better.

store_open = None
store_hours = [9, 10, 11, 12, 13, 14, 15, 16, 17, 18]

if time in store_hours:
    store_open = True
else:
    store_open = False
