I tried running the command I was told to, and I still have the same issue.

Migrations are pending. To resolve this issue, run: bin/rake db:migrate RAILS_ENV=development

Did you try running the command bundle exec rake db:create db:migrate

If that doesn't work this was suggested here to drop the database
