Your mistake here is simple.

To return true, the EatFly method must meet 2 requirements:

  1. The length of the frog's tongue must be longer or equal than the distance to the fly (TongueLength >= distanceToFly)
  2. The frog's reaction time must be faster (thus smaller) or equal to the fly's (ReactionTime <= flyReactionTime)

Keep these 2 requirements in mind and check your inequalities.
