If I understand correctly $name is used in function as a temporary variable thats not global?

So $name variable is created to only work with this function which is named hello? we output $names but not singular. I think I need to see some more examples indepth thanks.

Yes, in PHP, variables used in functions only have a local scope; they can't see outside of their function, and the rest of your code can't see them inside.

You're welcome. Note, however, that you can access global variables from inside a function by using the keyword global before the variable. It's not used a lot, but it can be occasionally useful.
