Im not sure why this isn't working?

I keep getting this error message when i try to submit

Bummer! You need to add a <button> element inside the <form> element.

But, my <button> is inside form element?

<!DOCTYPE html>
    <meta charset="utf-8">
    <title>HTML Forms</title>
    <form action="index.html" method="post">
    <input type="text" id="name" name="user_name">
      <textarea id="comment" name="user_comment"</textarea>

      <button type="submit">Submit Comment</button>

I realize I should have just put <button> Submit Comment </button> and not have put the attributes yet. I tried that, inside the form tags and it still is giving me the same error message.
