I can't figure out why this isn't working. Could someone explain how the proper syntax using the ampersand. I do not think I comprehended it well enough!

As you'll know from regular CSS, to select an anchor's hover state you'd enter:
a:hover {
// styles to go here
}
However in nested Sass/Scss you'd use the ampersand to reference the element you're currently selecting. Here's a couple of examples of how you could use it:
a {
color: white;
&:hover { // this equals a:hover
// a:hover styles go here
}
.blue { // a.blue
color: blue;
&:hover { // a.blue:hover
//a.blue:hover styles go here
}
}
Hopefully this clears it up a bit for you.
