iPhone 5S Mobile View - Responsive Issues

I'm currently on the Responsive Web Design and Testing lesson, and decided to test out my responsive website on my iPhone 5S. However, it didn't adjust the layout for mobile when I viewed it on my phone - it just looked like the desktop version of the site (3 column image grid, desktop header).

I ran my site through a screenshot service and found that it worked great for iPhone 4S. So what's going on here? Any help? Below is my responsive.css markup:

@media screen and (min-width: 480px) {

  /******************************************
  TWO COLUMN LAYOUT
  *******************************************/

  #primary {
    width:50%;
    float:left;
  }

  #secondary {
    width:40%;
    float:right;
  }

  /******************************************
  PAGE: PORTFOLIO
  *******************************************/

  #gallery li {
    width:28.3333%;
  }

  #gallery li:nth-child(4n) {
    clear:left;
  }

  /******************************************
  PAGE: PORTFOLIO
  *******************************************/

  .profile-photo {
    float:left;
    margin:0 5% 80px 0;
  }
}

@media screen and (min-width: 660px) {

  /******************************************
  HEADER
  *******************************************/

  nav {
    background:none;
    float: right;
    font-size:1.125em;
    margin-right:5%;
    text-align:right;
    width:45%;
  }

  #logo {
    float:left;
    text-align:left;
    margin-left:5%;
    text-align:left;
    width:45%;
  }

  h1 {
  font-size:2.25em;
  }

  h2 {
    font-size:0.825em;
    margin-bottom:20px;
  }

  header {
    border-bottom: 5px solid #e67645;
    margin-bottom:60px;
  }

}

Was actually just provided this solution by a coworker:

 <meta name="viewport" content="width=device-width, user-scalable=no">

You may want to use this instead:

<meta name="viewport" content="width=device-width, initial-scale=1">

This doesn't take away the user's ability to zoom in/out if they want to.

Oh, great! Thank you. That does seem a little limiting to disallow that :)
